The walk rate is the whole argument: 1.8 BB/9 across AAA & AA translates to 2.4 at the MLB level, well below where big-league starters typically live, and that gap is what keeps a fringy strikeout profile viable. At 9.5 K/9 in the minors, the translation comes back to 8.1, a tick below the MLB mean, so he's not missing bats at a rate that gives him margin for error. The profile only works if the command holds exactly as shown — let that walk rate drift toward league average and the 4.30 ERA across 122 innings stops looking passable and starts looking like the ceiling. A multi-inning or setup role is the realistic upside; if the command softens in The Show, he's a depth arm.
