The WHIP sitting at 1.1 across A+ & A is the loud number here, and it's backed up by a walk rate that translates surprisingly well. Bagwell has issued 32 walks against 105 strikeouts in 108 innings, and that command profile lands in the 91st percentile against his peer group — the contact management is real enough that his 95th-percentile WHIP isn't a mirage. The problem is the strikeout rate: 8.7 K/9 at these levels translates to a 6.8 at the MLB equivalent, well short of the 8.6 that passes for average up there, and a pitcher who controls the zone but doesn't miss enough bats needs everything else to hold precisely. If the command stays and the stuff ticks up, he's a back-end starter or durable reliever; if the velocity or shape doesn't add swing-and-miss, he's an organizational arm competing for depth work.
