The walk rate is the whole argument. Dax Fulton's 38 walks in 58.7 innings at AAA translate to a 4.8 BB/9 at the MLB level, well above where the average big-league arm sits, and that gap is what keeps a 9.5 K/9 from meaning much. His strikeouts translate nearly dead-even with MLB average, so if the command doesn't tighten, there's no margin to absorb the contact. Depth arm ceiling, depth arm floor.
