The walk rate is the whole read. Across AA & A+, Hertzler has struck out 103 batters in 83.7 innings, which translates to an MLB-equivalent 8.6 K/9, but his 46 walks push the translated BB/9 to 4.8 when the MLB average sits at 3.2. That gap is what collapses a 3.4 ERA and 1.2 WHIP into a depth ceiling rather than anything more: the strikeout volume is there, the command isn't. If the walks tighten even modestly, a 16% K-BB% at this level has enough room to grow into a functional backend arm, but if the control shape is structural, what's left is a guy who misses bats without missing enough barrels to survive the margins.
